Position Summary
EBASE seeks a Development & Administrative Director to lead grant and donor fundraising for a $1 million budget, and oversee financial management and office operations.  S/he will lead a team of 2 staff, and work closely with the Executive Director. This is a senior staff position and reports directly to EBASE’s Executive Director.  EBASE is willing to consider Development Coordinator applicants who do not meet the full requirements listed below.   

Responsibilities

I.  Lead EBASE Fund Development (Priority Area of Work)
Principal responsibility for creating and implementing the organizational fundraising plan.  Work closely with Executive Director to cultivate relationships with funders and donors.  Implement fundraising plan and supervise development staff.

  • Draft, prepare, and submit grant proposals, reports, budgets and related materials to a high standard of quality and in a timely manner.  
  • Cultivate funder and donor relationships, including preparing regular funder updates.
  • Manage development systems, including tracking foundation deadlines and grant requirements.
  • Research potential funding sources, implement prospecting and cultivation strategies.
  • Lead efforts to increase non-grant income, including cultivating funding from grassroots, major donor and institutional sources, and overseeing EBASE’s special events.
  • Supervise Development & Communications Specialist in foundation and grassroots fundraising, and Office Manager in the area of special events.
II. Oversee Administration (Desired/Secondary Area of Work)  
Responsible for ensuring that organizational operations function efficiently and that the organization maintains financial stability.  Work closely with Office Manager and part-time Bookkeeper in the following areas:
  • Lead development of budgets, prepare financial projections and prepare finance reports to the Board of Directors. Ensure that effective and efficient cash management, payroll, purchasing and other financial systems are in place.
  • Work with staff, contractors and vendors to ensure that all areas of organizational operations (e.g., technology, human resources, office and information management systems) function smoothly and effectively.
  • Ensure that the organization is in compliance with legal requirements, nonprofit standard practices/best practices and Board policies regarding operations (e.g., Personnel Policies).
  • Supervise Office Manager and consultants in these areas.
Required Experience and Qualifications
  • At least 3 years experience with foundation fundraising and a track record of success.
  • Superb written and oral communication skills.  Excellent editing skills.
  • Strong computer skills, particularly MS Word, MS Excel, email, and web.
  • Demonstrated commitment to economic and social justice.

Most qualified candidates will also have additional experience

  • Knowledge of nonprofit finance (prefer 2 years senior administrative experience).
  • Experience supervising and developing staff.
  • Experience with special events and/or direct mail fundraising.
  • Familiarity with campaign communications, including media, newsletters, and email blasts.

Senior Policy Analyst

The Oregon Center for Public Policy (OCPP) is hiring a Senior Policy Analyst. We seek

someone with strong quantitative and analytic skills and the ability to communicate

information effectively to diverse audiences to join OCPP’s professional staff.

OCPP is an independent, nonprofit organization that conducts in-depth research and

analysis on budget, tax, and economic issues. OCPP distributes its analysis to

policymakers, organizations, and engaged Oregonians throughout the state. Our goal is

to improve decision making and generate more opportunities for all Oregonians.

Job Description

The Senior Policy Analyst will participate in the organization's public education efforts

and analysis of tax, budget, and economic policies. Analyses will span a range of issues

such as the adequacy and fairness of federal and state governments' revenue

structures, federal and state budgets and their impact on vulnerable populations,

unemployment insurance policies, income supports for the working poor, the impact of

climate change policies on low-income Oregonians, and the effectiveness of tax

expenditures and economic development incentives.

The Senior Policy Analyst's responsibilities include:

• Analyzing social and economic data to identify the impact of state and federal budget

and tax policies on low- and middle-income Oregonians;

• Researching and writing reports;

• Editing reports authored by other staff;

• Presenting findings to federal, state, and local constituency groups, policymakers,

and the media;

• Giving presentations about OCPP and our work and effectively representing OCPP’s

positions and interests in interactions with advocates, legislators, and others

engaged in public policy; and

• Other duties as assigned.

The successful candidate will have:

• An advanced degree in public policy, economics, or a related field and demonstrated

commitment to economic and social justice.

• Experience in policy analysis and research, including familiarity with state and

federal data sources and excellent quantitative and analytic skills.

• Substantive knowledge of tax policy or major state budget expenditure areas

strongly preferred.

• Excellent written and verbal communications skills, including the ability to

communicate technical information clearly to non-policy oriented audiences both in

writing and through public speaking.

• Familiarity with PC-based statistical software, spreadsheets, computer graphics, and

word processing systems.

• Ability to work independently and as part of a team; ability to prioritize tasks.

Compensation:

Competitive salary, commensurate with experience and available funds. OCPP offers a

The California Budget Project (CBP), a nonpartisan, nonprofit organization that conducts research and analysis on a range of state tax and budget issues with a particular focus on issues affecting low- and middle-income Californians, seeks to hire a Senior Policy Analyst. This individual will serve as the CBP’s lead analyst on health policy issues and participate in the organization’s analysis of other state tax, budget, and economic policy issues.

The responsibilities of a Senior Policy Analyst include researching and writing reports; analyzing state and federal budget and policy proposals; representing the CBP before state and local constituency groups and policymakers; providing assistance to community groups, legislative staff, and government officials; and analyzing social and economic data to identify the impact of state and federal policies on low- and middle-income Californians. Qualifications for the position include:

• A graduate degree in a relevant discipline, such as public policy, public health, economics, or urban planning.
• Outstanding written and verbal communications skills, including a demonstrated ability to communicate complex topics to non-expert audiences.
• Demonstrated ability to think strategically, identify opportunities, and develop public policy options.
• At least five years of directly related program or policy analysis experience. The ideal candidate will be familiar with legislative processes at the state or federal level.
• Strong analytic skills, including proficiency with spreadsheets and databases.
• Self-motivation, ability to work independently, and ability to prioritize tasks.

Policy Analyst, Budget & Tax Policy Initiative

Voices for Illinois Children, founded in 1987, is a non-partisan, statewide, multi-issue child advocacy organization. The Budget & Tax Policy Initiative (BTPI) is committed to producing timely, credible, and accessible analysis of state budget and policy priorities; communicating information and ideas that can raise the level and quality of public discourse on state fiscal issues; and collaborating with other organizations in advancing the development of policy strategies that can enhance the well-being of children and families in Illinois. BTPI is part of the State Fiscal Analysis Initiative (SFAI), a network of more than 30 state-level non-profit organizations funded by the Ford Foundation, Annie E. Casey Foundations, and others. The SFAI network is coordinated by the Center on Budget and Policy Priorities in Washington, D.C.

Responsibilities: background research on relevant policy issues in Illinois and other states; analysis of state budget data and state and local revenue data in Illinois, as well as data from various federal sources; and preparation of issue briefs and policy reports on state budget priorities, selected revenue issues, and substantive policy areas such as education, health care, and family economic security.

Job requirements: knowledge of state budget and tax policy issues; strong analytical and communications skills; ability to work independently and as part of a team; graduate degree in public policy, political science, economics, social welfare, or other related field.

Policy Analyst

New Mexico Voices for Children, a non-profit organization with a mission to improve the health and wellness of children in New Mexico, conducts research and analysis on a range of public policy issues with special emphasis on issues affecting low-income families, seeks an analyst to specialize in state health care, budget and tax policy issues.

State governments are facing their most severe fiscal crisis in decades and confronting an increasing array of budgetary challenges. The Policy Analyst will have the opportunity to shape how policymakers respond to those challenges through a mix of research, writing, direct technical assistance to policymakers, and training and strategic advice to other state-level nonprofit organizations.

Areas of work may include the adequacy of state and local revenue systems, impacts of state budget policies and trends on low- and moderate-income families, low-income tax relief, tax expenditures and budget process, and/or the interactions of federal and state fiscal policies. A specific emphasis on health care policy will be part of the responsibilities of this individual. The individual would be expected to bring some substantive expertise to the position and to develop additional areas of expertise in the course of working at New Mexico Voices for Children.

In addition to research and writing, the position involves public speaking and proactive, collaborative efforts to affect policies within and among states. Some travel will be required.

Candidates should have:

Experience analyzing fiscal issues at the state or federal level as legislative
staff, executive-branch staff, and/or independent researcher or advocate;

Health policy or related experience;

A relevant graduate degree;

Excellent quantitative, analytical, and communication skills;

Demonstrated skill/experience in affecting public policy debates and decisions;

A commitment to issues affecting low- and moderate-income families; and

An ability to consider complex budget and tax issues and explain those issues for broader audiences.

Research Associate

The Iowa Policy Project is a nonprofit, nonpartisan organization founded in 2001 to conduct research and analysis on policy issues of critical importance to the citizens of Iowa. IPP work focuses on tax and budget issues, the Iowa economy, and energy and environmental policy. We are seeking an economic policy researcher.
 

Responsibilities
The person’s primary responsibility will be contributing to IPP research on state tax and budget policy and economic opportunity issues. Researchers are expected to work on several research projects during the year and to be available to contribute to other areas of IPP research, including energy and the environment. The research associate is expected to participate in follow-up and outreach activities related to his or her work, which could include responding to questions from the media and policy makers and making presentations to community groups, state advocacy organizations, and legislative committees. The researcher is also expected to participate with other staff in reviewing reports and in identifying new areas of research and sources of funding.

 

Qualifications
Applicants should have the ability to conduct economic research and to write and communicate clearly to varied audiences. An MA or MS in economics, public policy, planning or a related social science field is preferred. Persons with a BA and significant experience in social science research will be considered. Desirable qualifications include strong statistical skills, education or experience relating to public finance, and experience working with census and labor market data.

 

Compensation
This is a full-time position. Starting compensation will be $40,000 per year, with generous retirement, vacation and health benefits. Scheduled pay raises occur at six months and one year.
