Policy Analyst

This position performs research, analysis and writing duties to achieve the goals of MCN’s Minnesota Budget Project, which provides independent research, analysis and advocacy on budget and tax issues, emphasizing the impact of fiscal decisions on low- and moderate-income Minnesotans.

Functions and Tasks

  • With direction from the Minnesota Budget Project Director, author materials providing both research findings and policy content that are timely and easily understood by a range of audiences. Publications include research reports, newsletter articles, fact sheets, blog entries and other web content.
  • Conduct research and analysis on state and federal tax and budget proposals, administrative data, academic research and public data sets.
  • Monitor legislation related to state budget, tax and other policy issues. Includes occasional attendance of legislative committee hearings, which may require working long hours and/or week-end and evening hours during the legislative session.
  • Present research findings to policymakers, media, advocates and the community through written materials, testimony, briefings, presentations and other means.
  • Perform other job duties as assigned.

Required Education, Experience and Skills

  • Minimum of MA or equivalent experience in public policy, economics, or a related field
  • Experienced in research methods and statistics
  • Strong attention to detail
  • Ability to present policy and research information orally and in writing to a variety of audiences, including policymakers, service providers, advocacy organizations and news media

Public Policy Advocate

The Center on Policy Initiatives is a nonprofit research and advocacy center dedicated to the interests of working people in the San Diego region. Through research, community organizing and outreach, we seek policy change to promote economic justice and raise workers from poverty to the middle class.

CPI is seeking to fill a new full-time position in public policy advocacy. The position will work on the Public Sector Program, which focuses on an effective and accountable role of government. This position is specifically designed for a person with strong understanding of public policy at multiple levels of government, and an overarching interest in fighting privatization, advancing strategic public investment, and worker-friendly public policies.

Responsibilities:

· Policy Advocacy and Analysis: Develop and implement the advocacy component of the Public Sector Program. Provide timely analysis of technical and policy issues to support the advocacy.
· Budgetary Analysis: Critique and comment on municipal budgets, service quality and revenues.
· Campaign Support: Assist the Director of Research and Policy in developing policies that stop privatization, and increase public revenues. Assist organizing and communications teams with research and policy needs in a campaign, as well as representing CPI at public hearings and community events.
· Research Support: Assist with data analysis, research and writing for publications.
· General Support: Assist other programs as need arises.


Required Qualifications and Skills:

· Masters degree in public policy, public administration or similar program.

Senior Policy Fellow, Economic and Fiscal Analysis

Major Responsibilities

• In consultation with Executive Director and staff, determine research priorities consistent with emerging legislative and policy priorities.

• Play a leadership role in the collection, analysis (both quantitative and qualitative), reporting on and dissemination of state and local data related to family economic security and state fiscal analysis.

Produce substantial research reports and shorter analyses and briefs that are timely, accessible, and easily understood by a range of audiences.

• Act as organization’s primary liaison to statewide coalition efforts around general family economic security issues, and monitor economic development efforts throughout the state, focusing particularly on impacts on working families. Work with other CT nonprofits organizations to reduce poverty, including efforts to achieve goals of Connecticut’s legislatively mandated Child Poverty and Prevention Council.

• Partner with other CT nonprofit organizations working on state and federal tax and budget policy. Monitor tax and budget policy developments and trends.

• Educate and provide technical assistance to policymakers. Prepare and deliver legislative testimony.

• Present policy and research information to a variety of audiences, including policymakers, health and human service providers, advocacy organizations, and news media.

• Assist and support other staff in quantitative data analysis and research quality control.

• Pursue a research and policy agenda and strategies that advances fiscal policies that enhance the cost-effectiveness of state and local public investment and the fairness and adequacy of the state’s revenue system.

• Manage and oversee annual “Budget Day” analysis of Governor’s budget proposal and assist in analyses of other tax and spending proposals.

• With Executive Director and Director of Communications, plan and coordinate Connecticut Voices’ annual state budget forum.

• Use Geographic Information Systems (GIS) to analyze data, providing visual presentations of information such as housing and homeownership data, employment data, poverty and income data, at state, town, and Census Tract levels.

• Work closely with national organizations to advance progressive policy agendas at both state and national levels.

• Work with New England regional partners to pursue joint policies and objectives.

• Assist in identifying new funding sources for this work, and in preparing grant applications and grant reports supporting family economic security and tax and budget work.

• Along with other senior fellows, manage, evaluate and mentor junior policy fellows, including setting strategic goals and priorities for the Voices Fellowship Program

Qualifications

Education & Experience

• Minimum Masters Degree, with Ph.D. preferred, in public policy, public administration, social work, economics, sociology, business, or public health, and at least five years directly relevant experience, or the equivalent combination of education and experience. Some experience and/or education/training in economics and/or state tax policy strongly preferred. Some prior publications in peer-reviewed journals also preferred.

Skills

• Quantitative data analysis using spreadsheets (Excel), statistical analysis software (SPSS, SAS, etc.), and Geographic information Systems (GIS – ArcView preferred).

• Familiarity with economic and state and federal fiscal policy analysis, state budget processes, and state and federal data sources.

• Excellent written and verbal communications skills, including the ability to communicate complex, technical information to non-expert audiences, including health and human service providers, advocacy organizations, policymakers, and news media (print, radio, and television). Skill in preparing and delivering presentations (using PowerPoint).

• Ability to work collaboratively and effectively with partner and coalition organizations.

• Commitment to credible and independent analysis and attention to detail and accuracy.

• Ability to think strategically, identify opportunities, and develop public policy options.

Senior Health Policy Analyst

The California Budget Project (CBP), a nonpartisan, nonprofit organization that conducts research and analysis on a range of state tax and budget issues with a particular focus on issues affecting low- and middle-income Californians, seeks to hire a Senior Policy Analyst. This individual will serve as the CBP’s lead analyst on health policy issues and participate in the organization’s analysis of other state tax, budget, and economic policy issues.

The responsibilities of a Senior Policy Analyst include researching and writing reports; analyzing state and federal budget and policy proposals; representing the CBP before state and local constituency groups and policymakers; providing assistance to community groups, legislative staff, and government officials; and analyzing social and economic data to identify the impact of state and federal policies on low- and middle-income Californians. State Fiscal Policy Analyst

Position Overview:  The State Fiscal Policy Analyst is a valued member of MECEP’s team with responsibility for research, writing, and analysis of Maine’s tax and budget policies.  The successful candidate has significant contact with outside organizations, including legislative staff, national sister organizations, and Maine-based coalition partners.  The position requires someone with proven writing and oral communications skills, an understanding of quantitative research and analytic skills as well as basic computer software programs. The successful candidate must be a well organized problem solver who is self directed but able to be a team player. 

Duties and Responsibilities:

The following duties and responsibilities are illustrative of those the incumbent will be asked to perform:

  • Tax and Budget Research and Analysis (35-40% time)
  • Stays abreast of current literature and activities related to MECEP’s focus areas
  • Uses analytic skills to identify the impact of economic and fiscal policies on Maine people
  • Works with staff to strengthen results and ensure accuracy for all MECEP projects
  • Identifies new research and analysis opportunities

  • External Relations (20-25% time)
  • Facilitates relationships with key partners in MECEP’s work
  • Assists with and participates in projects with MECEP’s coalition partners

Required Qualifications:

  • A commitment to economic and social justice in Maine

Communications Director

The Montana Budget & Policy Center seeks an experienced Communications Director to implement the organization’s strategic communications efforts. The focus of these efforts will be to advance public dialog and public policy on state fiscal issues in Montana and expand the organization’s presence in important public debates.

The Montana Budget & Policy Center (MBPC) is a nonpartisan, nonprofit, policy research organization. The mission of the Center is to advance sound public policy through timely and objective research and analysis in order to promote shared prosperity and opportunity for all Montanans. The organization provides independent, credible analysis of Montana’s state budget, tax, and related policy matters with attention to the effects of current or proposed policies on low- and moderate-income Montanans.
Summary of Position

The Communications Director will ensure that MBPC’s research and analyses are available and useful to policymakers, advocates, media, and the public. The Communications Director will help build the reputation of the organization as a knowledgeable and respected source of information and analysis on state budget and tax issues. This position will also assist in developing strategies to enhance MPBC’s fundraising and development efforts. The Communications Director will report directly to the Executive Director.

Principal Responsibilities
Work with Executive Director and staff to:
• Develop and implement a comprehensive communications plan;
• Develop, maintain, and expand relationships with the media, including pitching stories, arranging meetings with editorial board staff, fulfilling media requests for information, and scheduling interviews with the press;
• Update and maintain organizational website;
• Propose MBPC messaging strategies based on relevant national and state research regarding effective framing of state budget and tax issues;
• Create press releases, opinion pieces, talking points, newsletters and other promotional materials for the organization;
• Organize MBPC press conferences and events;
• Update donors, partner groups, decision makers, reporters and the public regarding MBPC research and activities through a variety of media;
• Edit publications and all external communications to assure consistency of style, readability, and message;
• Keep abreast of issues of importance to the organization in order to be able to act as an informed spokesperson for MBPC;
• Maintain and expand targeted press lists;
• Maintain a repository of news media clips both that cite the organization and that pertain to its work;
• Expand organization’s effective use of social media (Facebook, Twitter, blogs);
• Provide communication support to policy staff;
• Other duties as assigned.

Qualifications
The Communications Director should have a bachelor’s degree and at least two years of
experience in communications, journalism, and/or media relations. The following skills and
qualifications are required:
• Strong writing, editing, speaking, and analytic skills;
• Ability to explain complex issues to multiple audiences, including policymakers, community
based organizations, media, and the public;
• Ability to work effectively with diverse groups and people;
• Knowledge and experience maintaining websites;
• Experience with social media including Constant Contact, Facebook, and Twitter;
• The ability to work independently and efficiently on multiple projects;

• Commitment to the mission of MBPC.

Nonprofit and/or legislative experience is desired. Knowledge of economic policy, state budget,

The Director of Communications oversees communications programs that effectively promote the Colorado Center on Law and Policy and the Colorado Fiscal Policy Institute, their legislative and public policy goals, and their signature projects. POSITION SUMMARY

The president is the chief executive officer of NJPP and is responsible for the achievement of the strategic goals and objectives set by the Board.  The president:

  • Manages administrative and fiscal matters;
  • Coordinates development activities to ensure financial growth and stability through fundraising, grants and earned income;
  • Manages staff, consultants and volunteers;
  • Directs the organization’s strategic communications strategy utilizing both traditional and new media technology and is the principal spokesperson for the organization;

DESIRABLE QUALIFICATIONS

Senior Policy Analyst

Responsibilities

  • Managing MassBudget research projects including working with policy analysts on the research and writing of MassBudget’s reports, budget briefs and fact sheets.
  • Working with policy analysts to analyze state budget proposals as they move through the legislative process, paying particular attention to specific program areas, and tracking differences between the proposals. Tasks include contributing to and managing the research and writing of MassBudget’s Budget Monitor, an analysis of budget and revenue proposals that is written for and distributed to a diverse audience of individuals and groups around the state.
  • Working with policy analysts to research and analyze the distribution of ARRA funds (the federal recovery act) to Massachusetts and their effect on low- and middle-income families. Managing the research and writing of ARRA updates.
  • Researching and writing reports that involve longer-term analyses of spending and revenue in the state budget including historical spending trends, tax policy and budget priorities, out-year budget projections, interstate comparisons, in-depth examinations of specific issues (specifically pertaining to public education) and scrutiny of the budget process itself, including assessments of budget and revenue transparency.
  • Providing education and training on budget and other state fiscal issues to organizations around Massachusetts including briefings and other presentations.
  • Serving as a resource to answer questions from active citizens, coalitions, elected officials and journalists providing credible, timely information on budget and other state fiscal issues.
  • Working with grassroots groups, non-profits and similar organizations to educate their members about the state budget.

Qualifications

  • Excellent quantitative and analytic skills: attention to detail and accuracy in data analysis; proficiency with Excel and other PC-based software for conducting quantitative analysis.
  • Strong written and oral communication skills.
  • Experience in policy analysis and a familiarity with budget issues and data sources.
  • Ability to translate complex data into non-technical terms for a wide variety of audiences.
  • Management experience.
  • Knowledge of public school budget and financing in Massachusetts.
  • Graduate degree in public policy or comparable experience.

Organization Overview: The Center for Public Policy Priorities (CPPP), in Austin, Texas, is a nonpartisan, nonprofit policy institute committed to improving public policies to better the economic and social conditions of low- and moderate-income Texans. Job Overview: Our communications director is responsible for three lines of work: 1) editing, formatting, and distributing our analyses and reports both in print and electronically; 2) actively increasing public awareness of our work through both old media and new social networking; 3) and helping develop and implement communications strategies and campaigns. The center has little administrative support, requiring the communications director to use outside vendors and student interns effectively to accomplish this work. The communications director reports to the executive director.

Candidate Qualities: We will consider candidates with varying experience and skills, though the ideal candidate would have several years experience in communications, journalism, or public relations and a broad range of skills, including writing and editing, desktop publishing (InDesign); website management; social network management (such as Facebook); CMS management (Democracy In Action); and database management (Sage). Familiarity with our policy areas is desirable. Having the ability to work both independently and as part of a team to meet deadlines in a fast-paced environment is essential. Commitment to the organization’s mission is also essential. A bachelor’s degree is required and a graduate or professional degree in a relevant field is preferred.

Research and Policy Associate

MACED seeks to hire a research and policy associate to help the organization promote public policy change on issues important to eastern Kentucky and Central Appalachia. The new position will carry out research, policy analysis, communications, coalition building and advocacy on a range of issues related to sustainable development. Successful applicants will bring experience, education and interest in analyzing public policy; communicating clearly and compellingly about policy issues; and working for positive change in the region.

Background
The Mountain Association for Community Economic Development (MACED) is a 33 year-old sustainable economic development organization seeking to create economic alternatives that work for people and places in eastern Kentucky and Central Appalachia. MACED is a fast-paced, dynamic and growing organization with a 25-person staff that manages $15 million in total assets. The organization’s strategies include: 1) providing financial capital and expertise to individuals, businesses and communities, 2) conducting research and engaging in effective communications to support good public policy, and 3) demonstrating effective community economic development efforts that make a difference. In addition to its research and policy program, MACED’s existing efforts include programs in enterprise development, sustainable forestry and energy efficiency.

Research and Policy Program
MACED’s Research and Policy Program conducts high-quality research on issues important to our region. Our work strengthens the analysis behind MACED’s programs and promotes sustainable economic development policy and practice in Kentucky and Central Appalachia. The Research and Policy Program produces internal and external reports and publications; develops policy and legislative proposals; conducts program-related research and evaluation; communicates about policy issues through media; builds alliances with other groups to work for policy change; and advocates to regional decision makers and public officials.

Our work currently touches on a range of issues, including renewable energy/energy efficiency, forestry, agriculture, coal, predatory lending, entrepreneurship and small business development, economic development, workforce development, and associated state fiscal policy issues. Current efforts include the following:

• Appalachian Transition Initiative, a new effort promoting conversation and action on the need to plan for and begin building a new Central Appalachian economy beyond our historic poverty and dependence on coal through communications and public discussion, policy development and advocacy.

• The Kentucky Sustainable Energy Alliance, a statewide coalition made up of environmental organizations, low-income housing groups, renewable energy and energy efficiency businesses, economic development and economic justice organizations, and others working to promote job creation, poverty alleviation and environmental protection through state policy supporting energy efficiency and renewable energy.

• Central Appalachian Network, a partnership of seven community development organizations working to influence federal and other policy around sustainable development in Central Appalachia.

• The Appalachian Forest Investment Zone, a partnership of organizations working to develop and implement models for sustainable forestry in the region through demonstration initiatives, enterprise development and public policy.

• The Kentucky Coalition for Responsible Lending, a state-wide coalition working to protect family assets by eliminating abusive financial practices with a focus on capping interest rates on predatory payday lending.

Position Description
The duties and responsibilities of the research and policy associate include the following areas.

Research and Policy Analysis

• Conduct research and develop expertise on key policy issues, including thorough analysis of data and relevant literature; scanning and tracking developments on those issues; and building relationships with key experts and resources.
• Collect policy models and develop policy and legislative options and proposals that would help MACED meet its goals.
• Track and analyze proposed legislative, policy and budget proposals for their positive and negative impacts and strategic importance.
• Write policy memos, briefs, reports, summaries and other publications.
• Prepare and deliver presentations on policy issues.

Communications

• Create content for various websites, including the Appalachian Transition website/blog and MACED Research and Policy pages.
• Draft communications materials for a general audience including fact sheets, press releases and bill summaries.

Coalition Building and Issue Campaigns

• Participate in building and maintaining issue coalitions and long-term partnerships through relationship-building and constructive participation that moves these collaborations forward.
• Help coalitions develop and implement strategies to influence decision-makers and change policy, including lobbying and media advocacy.

Administration/Team Support

• Maintain a performance database for the Research and Policy Team (involves tracking media hits, presentations, publications completed, and other key data).
• Contribute to grant proposals and reports as requested.
• Other duties as assigned.

Minimum Qualifications and Characteristics

• Strongly articulated interest in and commitment to sustainable development and positive social change in Appalachia and Kentucky.
• Minimum of a master’s degree in a related field.
• Minimum of three years of experience in research, policy advocacy, communications, sustainable development or related work.
• Ability to conduct high quality research and analysis and build policy expertise.
• Strong writing skills and the ability to write clearly for a general audience.
• Strong interpersonal communication skills and the capacity to work constructively in teams.
• Strong computer skills, especially the ability to use spreadsheets to analyze data sets and word processing.

Preferred Qualifications and Characteristics

• Existing policy expertise in relevant areas including economic development, agriculture, forestry, energy and/or tax and budget.
• Experience in designing compelling communication materials for web or print.
• Knowledge of and experience in Appalachia and Kentucky.
• Experience working in nonprofit organizations and with grassroots advocacy efforts.
